Attorney General Debit Visa Card?

Sometimes I try to use my debit card after funds have been posted to my card and I will get a failed authorization. I have had this happen online as well as in person at a retail facility. Sometimes it will work,sometimes not. The funds are always available and posted and I can withdraw it from the ATM, but sometimes it will not work other ways and it is supposed to.
