What is a GM survey and who exactly are the voters?

It's a survey all the GM's in the NBA, conducted by the NBA front office. Of course, you don't know if the GM's themselves actually filled the survey out, or if the just rolled their eyes, ped it along to some flunky in the front office, and told them "Here, make some safe picks and send this back in."
